Why does ESG by ZYT organise data collection by department instead of by scope?

Scope is an accounting category, not an organisational one. The same fuel can sit in two different scopes depending on how it was used, and a single person in an SME rarely owns a whole scope. Asking an owner to fill in "Scope 1" means asking them to gather figures from four colleagues and classify them correctly first.

The clusters invert that. Each names a role, an estimated time, and the specific bills or readings involved. The scope classification happens afterwards, in the engine, from the cluster the figure was collected in — so generator diesel and fleet diesel end up in the right places without anyone being asked to know the difference.

Each cluster can be delegated with a link that needs no account. The recipient sees one short form for their cluster only, and the link expires. The person who holds the data enters it directly, rather than emailing a photo of a bill to someone who retypes it.
